General Blue

General Blue is one of the highest ranking members of the Red Ribbon Army seen in the series. He possesses special psychic abilities in the form of telekinesis, which can be used to paralyze his opponents or control inanimate objects. This combined with his physical prowess make him one of Goku’s toughest opponents in the series. ~!He is later defeated by Arale Norimaki when his and Goku’s battle takes them to Penguin Village.
